Why a new PR
Carry of #217 onto current main. #217's AGit-flow head couldn't be rebased via API (403 on the hidden
refs/pull/217/head) after main advanced past its base via #211 merge. Same workaround pattern as #205 → byte-identical content, author preserved (Surveyor), QM as rebase-committer + reviewer.Substantive review carries from review 3170 (verified at source: ADR amends accurate, source-count=7 verified, int-2 substrate gap empirically confirmed). Re-approved on this PR for the official-flag check.
