Throwaway probe for #172 fork-C. Tests whether github.workflow_ref inside a reusable called via uses:...@wfref-pin-v0 carries the reusable own pinned tag (fork-C VIABLE) or the caller ref (fork-C closes). Two jobs status-encode the answer (log API is UI-only). Will be closed + branch/tag cleaned up after the run reports.
