Empirical finding (external cold-read round 4)

scripts/draft-release.sh file-header comment (lines 1-8) references behavior that has since been removed/reworked. Adopter reading the file for authoritative context gets misleading information at the top of the file.

Delta merged via PR #389. draft-release.sh:1-8 header refreshed to describe current v1.0.0 behavior: publish_mode default is 'draft' per #332, merge target is consumer's resolved default branch per #370.
