Gate: scaffold + harness build green in CI; harness can run bash oracle and capture output on a trivial case; asset publish works to v1.0.0-alpha.0 tag.

Contracts touched: C5 (CLI surface shape).

Discipline (§5): absence-needs-positive-control (harness must be able to redden on planted mismatch before it's trusted); contract-driven (harness IS a contract for how phases 1–8 gate).
