The final gate. Phase 9 completes the Go migration (single-stack); Set F drains the cut-path bugs; this milestone is where v1.0.0 is actually committed to and cut. Holds #338 (velocity discipline shift / SemVer stability commitment) — deliberately LAST, because declaring SemVer stability while cut-path defects are open is a claim the code does not back. Empty until Set F closes or its remainder is consciously deferred with reasons.
