Bash Retirement Finalization
Final residuals and closeout for the release-toolkit Bash retirement.
This milestone owns the finalization layer, not the historical Phase 6/7 implementation record. Completed port trackers remain in their original phase milestones. This milestone covers:
- the #705 parent and the terminal-state/counting records;
- the remaining bootstrap, FETCH-arm, and action-delivery decisions;
- stale contract and documentation cleanup caused by the retired scripts;
- the remaining workflow-shell reduction opportunities;
- runner dependency adoption that can remove repeated installer shell.
Exit condition: every open item has a measured disposition, the final Bash boundary is recorded in ADR-0009, and no tracker still describes the retirement as unfinished by omission.
