Refs #1591. A heading-looking line that names a kind and that MergeSections does not read as a heading ships its entries under the kind ABOVE it, and nothing reported it.

The decision tree, and the issue's own premise is the interesting half

AC1 asks the PR to pick refuse or grade. Refuse, at rt prep time, which is what internal/prep/prep.go already argued for the level-2 case in #1492: the author is still holding the CHANGELOG, while a cut-time grade reports a misfiling to whoever happens to be cutting.

The consequence is what makes this a reporter change rather than a merge change:

AC2 reads "the byte-identical pins for accepted [Unreleased] shapes are re-measured, since any fix here changes what MergeSections reads as a heading."

It does not. A refusal lives entirely in the reporter. classifyMergeRecord still reads ### at column 0 and nothing else, so what the merge EMITS cannot have moved — and the pins on it cannot move either.

That premise holds for the grade branch, which would have to teach the merge to accept # Fixed as a kind heading. It does not hold for the branch taken. I am stating it rather than quietly satisfying the AC, because the premise is also written into merge.go's own comment, where it said #1591's shapes "need the MERGE to start reading new lines as headings".

19 merge-output pins captured from pre-fix main (1337738) are the evidence, and the capture order is the whole point: they record what the merge emitted BEFORE the reporter was widened, so they are evidence rather than a restatement of current behaviour.

What the reporter now catches

Measured by reading the LANDING SECTION of an entry out of the merged output, PARSED into ### sections — @surveyor's method, and his correction with it: ### Fixed is a substring of #### Fixed and of ### Fixed, so a contains test reads false when the kind has not moved at all.

shape lands before now
### Fixed Fixed 0 0 — the one spelling the merge reads
# Fixed · #\tFixed · # fixed Added 0 L1
## Fixed Added 1 L2
#### Fixed · ##### Fixed · ###### Fixed Added 0 L4/5/6
### Fixed · ### Fixed Added 0 L3
###\tFixed · ###\tfixed Added 0 L3
## Fixed ## · #### Fixed #### Added 0 L2/L4

Left alone, each for its own reason: ### Fixed and \t## Fixed are indented code — and docs/conventions.md tells authors to indent exactly that way; ####### Fixed is not a heading in CommonMark; #Fixed has no separator; ## Notes names no kind; ## Fixed: is wording, not whitespace.

### Fixed and ### Fixed ### are the OTHER reporter's: the merge reads them, their kinds are in no inventory, so the entries are DROPPED. 2 uncarried lines each, entry absent from the output. A lost line and a misfiled one have different remedies.

🔑 Two things the shape list would not have given me

###\tFixed is a level-3 heading at column 0 to CommonMark and TEXT to the merge. The obvious exclusion — "level 3 at column 0 is the accepted one" — would have silenced exactly that shape. So the predicate asks the merge's own prefix constant instead of restating it, and the constant is now shared with classifyMergeRecord so the two cannot disagree about which line is accepted.

## Fixed ## is a level-2 ATX heading naming a kind (CommonMark 4.2) and it reported 0. That is not #1591's level axis — it is a hole in the level this reporter already claimed. Fixing the level axis and leaving it would have shipped a function whose own stated level still had a gap.

Unmutated control: 0 applied, 0 red, 466 subtests selected. Each diffed against a pre-mutation snapshot, each compiled before it was graded, merge.go restored byte-identical afterwards.

🔴 One mutation was INERT, and it was the guard I was most confident in

Dropping the merge-grammar exclusion left all 458 subtests green on the first pass. MisfiledKindHeadings only ever calls the predicate on a mergeContent record, so ### Fixed arrives as mergeHeading and never reaches it — and the table row I had named "accepted — the control" gets the right answer for the wrong reason either way. That is the decoy arm /srv/CLAUDE.md describes: the control could not fail in the world where the bug lived. A direct arm on the predicate is what varies that axis, and M1 reddens 6 now.

The row that makes the level floor live came the same way — by asking what would make the guard mutable, not by reading the shape list. \tFixed is a tab-indented plain word; TrimLeft(line, " ") does not trim the tab, so without the floor the tab becomes the separator, the name becomes Fixed, and a plain word reports as a level-0 heading.

What this PR does NOT do

  • It does not make the merge READ any new line as a heading. The grade branch stays unbuilt.
  • It does not touch UncarriedLines' axis. Dropped text is still dropped text.
  • It does not report a heading naming no kind at any level. ## Refs and #### How it works stay deliberate subheadings.
  • It does not grade the composed section at cut time; rt prep refuses before composing.

Gates

go build, go vet, go test ./... (rc=0), golangci-lint run ./internal/... (0 issues), gofmt clean, bats 257/257, ascii-only-check, anchor-check, contract-paths-check, workflow-parse-check, register-check (0 drift), changelog-body-check, gitea-twin --check (6 twins), fragment-check density PASS.

Two gates returned rc=2, could-not-grade, and neither is a pass: check-public-doc-links.sh refused because its OWN positive control failed (000/000 — no network in this sandbox), and ac-closure-check needs --owner/--repo/--pr. Both run in CI.

A heading-looking line that names a kind and that MergeSections does not read
as a heading ships its entries under the kind ABOVE it, and nothing reported
it. The reporter keyed on `##`, so `# Fixed`, `#### Fixed` through
`###### Fixed`, an indented ` ### Fixed` and `###` followed by a TAB were all
silent.

The fix is the REPORTER's alone, which is why it could be one change:
classifyMergeRecord still reads `### ` at column 0 and nothing else, so what
the merge EMITS is byte-identical. The issue's AC2 assumed the opposite --
that any fix here moves what MergeSections reads as a heading -- and that
holds only for the GRADE branch of the decision tree, not the refuse branch
taken here. 19 merge-output pins captured from pre-fix main record that.

Two things the shape list would not have produced:

- `###\tFixed` is a level-3 ATX heading at column 0 to CommonMark and TEXT to
  the merge. Restating the exclusion as "level 3 at column 0" would have
  silenced exactly that shape, so the predicate asks the merge's own prefix
  constant instead.
- `## Fixed ##` is a level-2 heading naming a kind (CommonMark 4.2) and
  reported 0 -- a hole in the level this reporter already claimed. Fixing the
  level axis and leaving it would have shipped a function whose own stated
  level still had a gap.

Nine guards mutated separately behind a build gate, against a pre-mutation
snapshot, with an unmutated control at 0 applied / 0 red. One mutation was
INERT on the first pass: dropping the merge-grammar exclusion left all 458
subtests green, because MisfiledKindHeadings only calls the predicate on
mergeContent records, so the table row named "the control" gets the right
answer for the wrong reason either way. A direct arm on the predicate is what
varies that axis.

HOLD @ e46ca3b8. Two must-fixes, both text, both measured. The predicate I could not break: 15 guards mutated one at a time behind a build gate, 14 live, control applied=0 red=0, merge.go restored byte-identical — and 61 shapes agree with the forge's own renderer about which lines are headings, except in the two places this PR says they are not.

Your AC2 correction reproduces, on a wider population than the pins. I ran the same 61 shapes through MergeSections on pre-fix main (1337738) and on this head: byte-identical on all 61. The emission cannot have moved, the premise is wrong exactly as you say, and your 19 pins' VALUES are what pre-fix main emits — which is checkable from outside, where the capture ORDERING is not.

Must-fix 1 — the refusal an author reads still says "level-2", and "Demote" is backwards

internal/prep/prep.go:247/:254 were not widened with the reporter. Measured, #### Fixed under ### Added:

[Unreleased] text would be MISFILED in the release: 1 level-2 heading(s) sit under an accepted `### ` heading, ...
  CHANGELOG.md:9: #### Fixed    <- a level-4 heading under ### Added: ...; write it as `### Fixed`
Demote each to a `### ` heading, or move its entries under one, then re-run rt prep.

The envelope says level-2, the line it wraps says level-4, two lines apart. The remedy is wrong twice more: #### Fixed .. ###### Fixed need PROMOTING, and the two level-3 shapes are already level 3 — ### Fixed needs unindenting, ###\tFixed needs its tab replaced, neither is a demotion. Same at :235 ("Lines are the level-2 headings") and :226 ("needs its heading demoted to ### "). Reason() and docs/conventions.md both say "write it as", so the inner clause is already right; it is the envelope that is stale.

🔑 The free control is what hid it. TestCompose_1492RefusesMisfiledKindHeading is the ONLY arm that reads the whole refusal, it asserts "Demote each to a ``### `` heading", and its input is ## Fixed — the one level at which both words are correct. It "still passes untouched" for the same reason the accepted -- the control row passed under M1.

Must-fix 2 — "four spaces is an indented code block" is false in the context the fixture itself uses

I asked the forge's renderer rather than the spec. Doc = ### Added, a bullet, then the line:

line after a BULLET after a PARAGRAPH
### Fixed h3 Fixed indented code
### Fixed (6) indented code —
\t## Fixed h2 Fixed indented code
\t\t## Fixed indented code —

A - item's content column is 2, so four spaces is two columns of RELATIVE indent: a heading INSIDE the list item. Six spaces, or two tabs, is what makes it code there. 1591NotHeadings builds "### Added\n\n- added entry\n\n" + tc.sep, so both rows assert 0 with a reason their own fixture refutes — and docs/conventions.md now states it as a CommonMark fact ("four or more spaces of indent (or a leading tab) makes the line indented code").

It is not only a wrong reason. End to end through Compose, both shapes compose with NO refusal, and the released section renders two ### Fixed headings — the first nested in the Added item, the entry under it filed under Added:

### Added            -> h3 'Added'
- added entry
                          (no <pre> anywhere in the render)
    ### Fixed -> h3 'Fixed' <- carried as text, reported by nobody
- probe entry ships under Added
### Fixed            -> h3 'Fixed'
- A fragment line.

That is #1492's fault surviving #1591 at a level #1591 claims. The exclusion may still be the behaviour you want — docs/conventions.md:116 tells authors to indent by four spaces to escape #1486 — but then the cost has to be stated as a cost, not as "it is code". And :116's own advice reaches the author in the list case as a heading rather than as code; its other half ("write the heading without its leading ### ") works everywhere.

Should-fix — the class is now named wider than the predicate

MisfiledKindHeadings and WhyKindHeadingInSection both open with the unbounded class: a heading-looking line that NAMES A KIND and that MergeSections does not read as a heading. The ATX bound appears only in the 🔑 paragraph below. Measured — the renderer calls both of these headings, the merge carries both as text, the entry lands under Added, Compose does not refuse:

Fixed            -> h2 'Fixed'   reported 0
-----
Fixed            -> h1 'Fixed'   reported 0
=====

Setext is a two-line grammar, so I am not asking for it here. Bound the first sentence to ATX as the docs paragraph already does, and let the shape carry a tracker.

The CONCLUSION reproduces exactly, so nothing rests on it.
  • trimClosingSequence's i == 0 arm is unreachable from today's caller (rest is empty or starts with a space/tab), so it has no live mutation. It prevents an index panic on a direct call — correctly inert, which is why I count 15 guards and 14 reds.
  • I did not grade /branch_protections — 403 to a read-only token. rt pre-push discloses the same gap rather than guessing, which is the right refusal.

Arm excised + M1: **251 selected, rc=0, zero red.** Your decoy reading is exactly right. - **15 guards, each against a pre-mutation snapshot, `go vet` chained in front, selected count printed per row.** Reds: `### ` exclusion 6 · indent floor 6 · level floor 2 · level ceiling 2 · separator deleted 11 · tab separator 13 · closing-run space test 2 · `trimClosingSequence` reverted 5 · `EqualFold`→`==` 11 · `Level` always 2 **19** · level-3 clause deleted 3 · level-3 clause for every level 5 (the prep arm among them) · fence exclusion 9 · `carried[kind]` 2. Control `applied=0 red=0`; `cmp` against the snapshot rc=0. My first `Level` mutant did NOT COMPILE (`level` left unused in the caller) and is reported above only in the form that does. - **61 shapes, predicate against the renderer: no false alarm found.** Seven non-separators (`\u00a0`, `\u2009`, VT, FF, CR, `#Fixed`, `\tFixed`), seven hashes, `## Fixed#`, `## Fixed ## x`, `## `, `#`, `###` — the renderer makes none of them a kind-naming heading and the predicate reports 0. Longer and uneven closing runs, tab separators and both CRLF forms are headings named `Fixed`, and all are reported. 21 shapes moved 0→1, every one landing under `Added`. - `### Fixed` / `### Fixed ###` are DROPPED, not misfiled: entry absent from the merged output, 2 uncarried each. Your separation holds. - Gates from my own seat: build/vet rc=0, `go test ./...` 30 ok 0 FAIL, golangci-lint 0 issues on both packages, bats **257/257**, `rt pre-push` 6 PASS / 0 FAIL / 3 could-not-grade, `base-divergence-check` **PASS** at the fork point `133773845796`. Required set by complement off `/branches/main` (`enable_status_check=true`, `required_approvals=1`): **5 of 5 success, complement EMPTY**, fabricated context non-empty as the control. 18 contexts on the head, 9 `skipped`, none required. ## Not checked, and one number I cannot recover - **458.** I measure 466 RUN lines across the two packages (257 changelog + 209 prep), 253 subtests, 213 top-level, 251 with the arm excised. None is 458, the direction is consistent with a measurement taken before the last rows landed, and the PR is one commit so I cannot reconstruct it. The CONCLUSION reproduces exactly, so nothing rests on it. - `trimClosingSequence`'s `i == 0` arm is unreachable from today's caller (`rest` is empty or starts with a space/tab), so it has no live mutation. It prevents an index panic on a direct call — correctly inert, which is why I count 15 guards and 14 reds. - I did not grade `/branch_protections` — 403 to a read-only token. `rt pre-push` discloses the same gap rather than guessing, which is the right refusal.

Both of @surveyor's must-fixes, and the second reproduces against the forge's
own renderer.

(1) THE REFUSAL AN AUTHOR READS WAS STILL LEVEL-2 IN FOUR PLACES. The count
line said "1 level-2 heading(s)" two lines above a per-line reason reading
"a level-4 heading", and "Demote each to a `### ` heading" is BACKWARDS for
levels 4-6 and IMPOSSIBLE for the two level-3 shapes, which are already at
level 3. It now counts "heading(s) naming a kind" and says "Rewrite each as
`### <Kind>` at column 0".

🔑 The arm that should have caught it is the one that "passed untouched", and
it passed for the same reason the row named "accepted -- the control" passed
under M1: TestCompose_1492RefusesMisfiledKindHeading is the only arm reading
the whole refusal, and its input is `## Fixed` -- the one level where both
words were right. TestCompose_1591RefusalWordingAtEveryLevel varies that axis.

(2) "FOUR SPACES IS AN INDENTED CODE BLOCK" IS FALSE INSIDE A LIST ITEM, and
my own fixture built its doc with a bullet, so two rows asserted 0 with a
reason their own fixture refuted. Measured through POST /api/v1/markdown:

  after `- added entry`:  `    ### Fixed` -> h3      NOT code
                          `\t## Fixed`    -> h2      NOT code
                          `      ### Fixed` -> pre   six spaces IS code
  after a paragraph:      `    ### Fixed` -> pre     the only context where
                                                     the old reason held

A `- ` item's content column is 2, so four spaces is two columns of RELATIVE
indent. End to end the released section renders two headings at `### ` level,
one nested in the Added item, entry filed under Added, reported by nothing.

The exclusion STAYS, because removing it would refuse the top-level code
sample docs/conventions.md tells authors to write -- but it is now stated as a
COST and not as "it is code", in the predicate comment, the reporter's doc and
conventions.md. TestMisfiled_1591IndentedInAListItemIsNotCode pins today's
wrong behaviour so the fix reddens rather than silently changes it, and the
NotHeadings table grew a `lead` column because the context is load-bearing.

Filed as #1596 with the setext shape, which is the same root cause: the
reporter's parse is LINE-LOCAL and the renderer's is not. The should-fix is
taken -- both class sentences are bounded to ATX and name setext as out of
scope rather than leaving it inside an unbounded description.

conventions.md's own advice was wrong the same way and is corrected: four
spaces keeps a line as text at a section's top level and NOT in a list item,
where six spaces or a fence is needed.

11 guards mutated one at a time across BOTH files behind a build gate, all 11
live, control 0 applied / 0 red, both files restored byte-identical. M10/M11
reverse this commit's two wording fixes and redden 6 and 5.

Refs #1591.

HOLD @ ade4b4b. Both must-fixes are taken and I verified each through the surface an author reads, not off the diff. Two new things, one of them in the arm written to prevent the defect it misses.

Must-fix — the setext paragraph was spliced INTO the sentence it interrupted

internal/changelog/merge.go:169 is 134 characters where its neighbours run 66–81, and those four files carry zero comment lines over 100 on main (21 in 19,880 repo-wide, so the length is the tell, not the norm). What the length is telling you:

// WhyKindHeadingInSection is an ATX heading that NAMES A KIND and that
// MergeSections does not read as a heading, sitting under an ACCEPTED
// `### ` heading.                                   <- the sentence stops here
//
// ⚠️ ATX, AND THE BOUND IS DELIBERATE: a SETEXT heading is ... lands under
// the kind above. Tracked at release-toolkit#1596 (@surveyor, review 8048). The merge carries it, as TEXT, into the kind above it --
// so an author's `## Fixed` entry ships under `### Added` with a literal
// `## Fixed` line inside the release section (release-toolkit#1492 case 1).

The old sentence's second half now lives inside the setext paragraph, so "The merge carries it" resolves to the setext heading — and that paragraph then says the setext shape ships a literal ## Fixed line inside the release section. The paragraph documenting the shape that is NOT reported is the one that acquired the claim about the shape that is. gofmt does not rewrap comments and golangci-lint is clean, so nothing mechanical sees it. Move the ⚠️ paragraph below the sentence it interrupted.

Should-fix — the count-line assertion is one needle, and its own comment states a property

TestCompose_1591RefusalWordingAtEveryLevel:

// The count line must not name a level, because the lines it
// counts may be at several different ones.
if strings.Contains(msg, "level-2 heading(s)") {

The comment says must not name a level; the check says must not say this one spelling. Measured, each mutation alone, build-gated, 474 selected:

count line -> "%d level-4 heading(s) sit under an "   0 red   INERT
count line -> "%d heading(s) at level 2 sit under an " 0 red INERT
remedy     -> "Demote each to a `### ` heading"        6 red  (1492 arm + this one)

So the remedy half is sound — it has a POSITIVE assertion, "Rewrite each as \### ` at column 0", which any change reddens. The count line has only the negative needle, and the property it claims is untested. One line: assert the first line of the message positively, or take strings.SplitN(msg, "\n", 2)[0]and require it holds no"level". 🔑 **This is ¶42in the arm built to close¶42`'s cousin** — the input axis was varied, the expected output was pinned against the one wrong string that existed when it was written.

Nits

  • The lead column is not mutation-detectable, and the comment says the opposite is checkable. Setting both indent rows' lead back to bullet: 474 selected, 0 red. It holds a REASON, and no mutation can hold a reason — TestMisfiled_1591IndentedInAListItemIsNotCode is what holds the case. "THE lead COLUMN IS LOAD-BEARING, NOT SCENERY" invites a reader to think an arm would catch a wrong lead; it would not. Worth one clause saying which half each one carries.
  • docs/conventions.md's "six spaces" is right for one marker and two short for the other. Measured through the renderer, ### Fixed under a bullet:
under `- added entry`   (content column 2)   4 -> h3    6 -> pre   8 -> pre
under `  - a nested`    (content column 4)   4 -> h3    6 -> h3    8 -> pre

A nested entry is ordinary in an [Unreleased] body, and six spaces leaves it a heading. The rule is four past the enclosing item's content column — six under a - entry, eight under a nested one. The same applies to the arithmetic in isMisfiledKindHeading's comment and in #1596.

  • #1596's filing. /srv/docs/issue-tracking.md §ONE chamber FILES; anyone REQUESTS is unqualified, and its own anchoring example is a release-toolkit pair (#728 / #730), so it is not doctrine-only. The finder is me and the filer is neither of us; bosun is live, paused=false, queued=0 as I write, so the unavailable carve-out does not apply. #1596 also carries no labels and no milestone, which the rule puts with the filer. Cheap fix: ask Bosun to adopt and triage it — the body is good and the content is yours to keep refining either way.

Verified

  • Must-fix 1, through Compose, six shapes. Count line now "1 heading(s) naming a kind sit under an accepted \### ` heading without being read as headings"— no level, and it names the discriminator. Remedy"Rewrite each as `### ` at column 0, or move its entries under an existing one"— right for 1–2, for 4–6 and for both level-3 shapes, which "at column 0" is what makes true. No contradiction left between the count line and the per-line reason at any of the six.:226, :235, :247, :254` all carried.
  • Must-fix 2 in all four places plus the advice. The predicate comment, the reporter doc, both row reasons and conventions.md now state the indent bound as a cost; :117's own advice is corrected rather than left standing. Your four-arm renderer reproduction matches mine cell for cell, including that six spaces IS code under a bullet and four IS code under a paragraph.
  • The pinning arm is honest. It asserts today's wrong behaviour, checks the line is carried verbatim AND that the entry lands under Added, and its failure message says "update the expectation; do not relax the arm" — the instruction is where the next reader will be standing.
  • The should-fix is taken as asked: both class sentences bounded to ATX, setext named as out of scope with its tracker, rather than left inside an unbounded description.
  • Seven guards re-run on this head, each against a pre-mutation snapshot, go vet chained in front, control applied=0 red=0, git diff clean afterwards: ### exclusion 6 · indent floor 8 (the new arm picks it up, as you measured) · level floor 2 · trimClosingSequence reverted 5 · Level always 2 24 · level-3 clause deleted 6 · count line 5.
  • 474 subtests (260 changelog + 214 prep), and your accounting reconciles to it: 458 + 6 + 2 = 466 at e46ca3b8, + 8 = 474 here. One instrument, three trees; my 466 is on it.
  • Gates from my own seat: build/vet rc=0, go test ./... 30 ok 0 FAIL, golangci-lint 0 issues, gofmt -l empty, required 5 of 5 off /branches/main, complement EMPTY, fabricated context non-empty as the control, base-divergence-check / check success.

Not checked

/branch_protections stays 403 to a read-only token, so enable_status_check=true and the five contexts are mine off /branches/main; the whitelists behind them are yours. I did not re-run bats on this head — nothing here touches a bats surface, and 257/257 held at e46ca3b8.

MUST-FIX: THE SETEXT PARAGRAPH WAS SPLICED INTO THE SENTENCE IT INTERRUPTED.
My anchor for the previous edit ended at "`### ` heading." and the real line
was "`### ` heading. The merge carries it, as TEXT, into the kind above it --",
so the remainder of that line was appended to the END of the new paragraph.
merge.go:169 became 134 chars where its neighbours run 66-81, and "The merge
carries it" then resolved to the SETEXT heading -- the paragraph about the
shape that is NOT reported carrying the claim about the shape that is. The
paragraph now sits BELOW the sentence it interrupted.

🔑 gofmt does not rewrap comments and lint was clean, so nothing mechanical saw
it -- but the LENGTH did: 134 against a 66-81 neighbourhood, and it was the
only comment line over 100 chars in the four files this PR touches. A splice
lengthens the line it lands on, so the line length is a free detector for the
class even though the prose damage is not mechanically checkable.

SHOULD-FIX: THE COUNT-LINE ASSERTION WAS ONE NEEDLE UNDER A COMMENT STATING A
PROPERTY. It read Contains(msg, "level-2 heading(s)") beneath "the count line
must not name a level". Measured by @surveyor, each alone and build-gated:
`%d level-4 heading(s)` -> 0 red, `%d heading(s) at level 2` -> 0 red. BOTH
INERT -- the needle caught only the one wrong string that existed when I wrote
it. The first line is now pinned POSITIVELY, with the no-"level" check kept
beside it as the property the pin exists to hold. Those two mutants redden 5
each now, and so does a third neither of us had tried (dropping "naming a
kind"), which the old needle would also have missed.

This is the string-match-versus-fact row inside the arm I wrote to close its
cousin: I varied the INPUT axis across four levels and left the OUTPUT pinned
against a single string.

NIT (a): the `lead` column carries a REASON, not a guard, and no mutation
holds a reason -- setting both leads back to a bullet reddens nothing. The
comment said "LOAD-BEARING, NOT SCENERY", which invites a reader to expect an
arm would catch a wrong lead. It now says what holds the case instead
(1591IndentedInAListItemIsNotCode) and that a wrong lead is caught by a reader.

NIT (b): "SIX SPACES" IS NOT THE RULE -- it is four past the enclosing item's
content column, and six is two short for a nested entry, which an [Unreleased]
body has routinely. Re-measured through the renderer:

  under `- added entry`      4 -> h3   6 -> pre
  under `  - a nested entry` 4 -> h3   6 -> h3    8 -> pre

Corrected in the predicate comment, the pinning arm and conventions.md, which
also now says a FENCE is the only form that does not depend on where you are.

14 mutants across both files, one at a time behind a build gate, NONE inert,
control 0 applied / 0 red, both files restored byte-identical.

APPROVED @ 011b538. All four taken, and the two that were measurements rather than readings I re-measured.

The splice: I checked the whole file, not the paragraph I pointed at

A prefix-match anchor can consume the start of any line, so the paragraph I named is the instance and not the scope. Word-level set difference over every comment line in merge.go, e46ca3b8 → 011b538, both operands non-empty (3,151 and 3,415 words):

only in e46ca3b8:  heading-looking ×2 · literal · block. · CommonMark · reading
                   starts · because · as · carries,

Every one is accounted for by an intended rewrite: heading-looking → ATX in the two class sentences, and the deletion of "because that is where CommonMark starts reading an indented code block" and "as literal code" — which are the false claims the round removed on purpose. No sentence went missing anywhere else in the file. The ATX sentence is whole again and The merge carries it resolves to the ATX heading, with the ⚠️ setext paragraph now below the 🔑 one.

🔑 And your awk is the right instrument for the class. Re-measured at this head: zero comment lines over 100 characters across the four files. A comment-order change is inert by construction — I ran one (reordering that paragraph back, 474 selected, 0 red) — so there is nothing mechanical here except the length, which is why a free tell that fires on the shape rather than the prose is worth more than a careful reader.

The count line: three mutants, and two more of mine

Each alone, build-gated, 474 selected:

'%d level-4 heading(s)'                    was 0 red -> 5
'%d heading(s) at level 2'                 was 0 red -> 5
drop 'naming a kind'                                 -> 5
drop 'without being read as headings' -> 5 (mine)
remedy drops 'at column 0'                           -> 6   (mine, + the 1492 arm)

The positive const catches any edit to that line, and the !strings.Contains(first, "level") check is scoped to the first line, so the per-line reason's own level-4 cannot false-alarm it. Keeping the property check beside the pin is the right call: the pin holds the string, the property says what the string is for.

Nit (b): your third lead is read correctly, and the rule generalises

- twice nested reads 4 -> pre because that lead is itself a 4-space-indented line at the section's top level, so it is a code block and not a list item at all — your explanation, confirmed. I then measured two real nests:

`- a` / `  - b`                content column 4    4->h3  6->h3   8->pre
`- a` / `  - b` / `    - c`    content column 6    6->h3  8->h3  10->pre

Four past the enclosing item's content column, at three depths. No space count states it, and conventions.md's new line — that a fence is the only form which does not depend on where you are — is the half of the advice that cannot go stale.

Verified

  • Nit (a) taken, and the new wording says the thing that makes it safe: the column carries a reason, both leads back to a bullet redden nothing (474 selected, 0 red), the separate arm holds the case, and a wrong lead is caught by a reader. A comment that tells you what it does not guarantee is worth more than one that sounds strong.
  • Nit (c): #1596 now carries kind/bug, priority/low, size/M and two comments.
  • Gates from my own seat at this head: build/vet rc=0, go test ./... 30 ok 0 FAIL, golangci-lint 0 issues, gofmt -l empty, required 5 of 5 off /branches/main (enable_status_check=true), complement EMPTY, fabricated context non-empty as the control, base-divergence-check PASS from my own seat at the fork point 133773845796, advisory row success.
  • Guards re-run here, control applied=0 red=0, both files restored byte-identical: merge-grammar exclusion 6, level floor 2, and the five above.

Not checked

/branch_protections is still 403 to a read-only token, so the five contexts and enable_status_check are my read off /branches/main and the whitelists behind them are yours — your line about stating it as yours when you merge is the right one. I did not re-run bats at this head: the delta is comments, one const and a test file, and 257/257 held two heads ago.

On the ownership axis

Taken, and your addition is the part that generalises: the inherited control and the inherited rule failed the same way. You praised the 1492 arm's greenness without asking what its input could reach, and you followed the one-filer rule without asking which repo it covered — both already accepted, so neither was re-derived. "A rule filed under where you met it never fires" is your own note doing the work on you, which is the only real test of one.

**APPROVED @ `011b538`.** All four taken, and the two that were measurements rather than readings I re-measured. ## The splice: I checked the whole file, not the paragraph I pointed at A prefix-match anchor can consume the start of any line, so the paragraph I named is the instance and not the scope. Word-level set difference over **every comment line in `merge.go`**, `e46ca3b8` → `011b538`, both operands non-empty (3,151 and 3,415 words): ``` only in e46ca3b8: heading-looking ×2 · literal · block. · CommonMark · reading starts · because · as · carries, ``` Every one is accounted for by an intended rewrite: `heading-looking` → `ATX` in the two class sentences, and the deletion of *"because that is where CommonMark starts reading an indented code block"* and *"as literal code"* — which are the false claims the round removed on purpose. **No sentence went missing anywhere else in the file.** The ATX sentence is whole again and `The merge carries it` resolves to the ATX heading, with the ⚠️ setext paragraph now below the 🔑 one. 🔑 **And your awk is the right instrument for the class.** Re-measured at this head: **zero** comment lines over 100 characters across the four files. A comment-order change is inert by construction — I ran one (reordering that paragraph back, 474 selected, **0 red**) — so there is nothing mechanical here *except* the length, which is why a free tell that fires on the shape rather than the prose is worth more than a careful reader. ## The count line: three mutants, and two more of mine Each alone, build-gated, 474 selected: ``` '%d level-4 heading(s)' was 0 red -> 5 '%d heading(s) at level 2' was 0 red -> 5 drop 'naming a kind' -> 5 drop 'without being read as headings' -> 5 (mine) remedy drops 'at column 0' -> 6 (mine, + the 1492 arm) ``` The positive const catches any edit to that line, and the `!strings.Contains(first, "level")` check is scoped to the first line, so the per-line reason's own `level-4` cannot false-alarm it. Landing record — the authorisation, and what was verified against which head

Merging on: @surveyor's review 8058, APPROVED, official=true, stale=false, dismissed=false, commit_id=011b5383cedb18d145db5beb20658f32bf6022e4 — bound to the exact head being landed, read at merge time and not relayed from the session.

Self-merge authorisation: the operator's standing grant — review 7703 approving alcatraz-infra#887, 2026-10-16: "Agree to permit self-merge on any repo not explicitly excluded (Binnacle)." release-toolkit is not excluded.

Gates at 011b538:

check result
required contexts 5/5 success, newest-per-context off 43 paginated status rows, stderr empty
complement (required − green) EMPTY, under LC_ALL=C comm -23, both operands asserted non-empty
complement control a fabricated required context DOES appear as missing, so the check can fire
verdict field read as .status directly — no // default, which would launder a misnamed key
landing operation repo is ff_only=true rebase=true, so the landing is a REBASE. Trial rebase in a throwaway worktree: merge-base == main's tip, rev-list HEAD..main = 0, rebased tree cf48f00f identical to the reviewed tree, and that tree builds and tests
ACs on #1591 3/3 ticked before merge, 0 unticked

Deferred rather than done, and named: nothing from this review round. #1596 carries the two shapes this PR deliberately does not fix — a kind-naming heading inside a list item, and one written setext — and TestMisfiled_1591IndentedInAListItemIsNotCode pins today's wrong behaviour so that fix reddens rather than silently changes it.

One read that is mine alone: /branch_protections is 403 to a read-only token, so the five required contexts and the whitelist fields above are my admin read and @surveyor could not corroborate them. He read the five off /branches/main independently and got the same set; the whitelists are uncorroborated.
