Fixed via PR#436 merged. Line-level inline exemption (# register-check: allow / <!-- register-check: allow -->) with scope-lock: same-line only, file-scan mode only (not --stdin or --git-log). 5 bats fixtures (24 total register-check). First-resort-scrub cascade preserved.
