Set up a scratch consumer repo that exercises the full release-toolkit pipeline end-to-end via the new Go-based rt invocations. The meaningful Phase 7 test per ADR-0009 §3.1 nuance ("end-to-end smoke, not TDD").

Scope

  • Design + create scratch consumer repo (location + setup TBD by framing-verify)
  • Scratch consumer invokes reusable-release.yml with realistic input shapes
  • End-to-end pipeline: fragment authoring → PR checks (register-check + changelog-body-check + fragment-check) → merge → release decide/prep/release/manifest-check/prune-rc-tags flow
  • Smoke test result: pipeline runs green through a synthetic release cut

Coverage-completeness fold candidate: #562 (rolling-mode end-to-end differential test) may compose here — if scratch consumer exercises rolling-mode path, #562's coverage residual gets absorbed. Framing-verify at #T3 dispatch time to decide.

  • Consumer invokes reusable-release.yml with realistic PR + cut flows
  • End-to-end pipeline runs green through synthetic release cut

Shape 1 (prepare-flow composition parity) shipped: decide→prep 2-stage wire tested over throwaway repo, 2 scenarios (feat→minor, fix→patch), 3-state mutation loop (MUT-1 wrong-derived-version reds; MUT-2 noop→exit3 CannotGrade catches vacuity hole). Cut-side end-to-end composition NOT hermetically byte-comparable (port-team no-cut-oracle absence corroborates) → deferred to #595-adjacent live-runner surface. ADR-0010 pointer #584→#595 folded into same PR. Surveyor deep-verified with fresh airtight-positive-control confirmation + 2 comment-only should-considers routed into #582 fold (natural same-area home, preserves stamped head). Refs-only closure, hand-closed same pattern as #583/#587/#580/#591/#562/#585.
