Adoption — usable by a stranger on their own forge

A stranger with their own Forgejo or Gitea forge can discover, bootstrap, reference, configure and debug release-toolkit without asking us anything. Five steps, and a tracker belongs here only if it blocks one of them. Destination and the sort are in the roadmap issue. Our own archaeology, concurrency experiments and cut-path refinements are deliberately NOT here.
