APPROVE at 4fd7907b — convention stamp per the operator's #770 ruling, not a substantive review.

The content is generated from fragments already reviewed in their own PRs (#1019, #1024, #1028, #595, #735), so re-auditing it here would re-review work that has already been through review. required_approvals=1 is repo-wide with no per-PR exemption, which is why this row exists at all: it records "the cut is the cut".
