- Idempotent cut pipeline (#128):
draft-release.sh pre-checks for an existing release at the target tag + skips clean if it matches expected state (or fails loud if state differs); manifest update step pre-checks if last_released_sha == HEAD_SHA + skips the commit+push if the manifest is already current. Recovers cleanly from re-runs after Forgejo Actions cancellations (the v0.10.0 cut artifact).
