Round-3 delta held AGENTS.md as maintainer-surface (not adopter-facing), out of scope for the register scrub. Round-4 external cold-read DID reach AGENTS.md — chamber-jargon content in it was named as an AI-shaped smell dampening perceived project quality.

Round-3 premise ("adopters won't read AGENTS.md") empirically falsified. Operator ratified reversal 2026-07-04 (decision-stack 1a) per Herald's scope-surface catch during #384 execution.
